ASEAN+3 Bond Market Forum (ABMF) Phase 3 Report published

On September 3, ABMF, which is supported by NTT DATA Group through consulting, announced Phase 3 report “Harmonization and Standardization of Bond Market Infrastructures in ASEAN+3” from Asian Development Bank, the Secretariat of ABMF.
【ABMF Activities】
ABMF (ASEAN+3 Bond Market Forum) was established as a public and private sector forum to foster harmonization and standardization of bond markets in ASEAN+3. This forum is under the Asian Bond Markets Initiative (ABMI), which was organized to facilitate improvement of financial infrastructure and revitalization of the investment for further development of ASEAN+3. ABMF SF2, one of sub-forums of ABMF, has made survey and analysis related to bond market infrastructures. In particular Bond settlement flows, interest payment flows and market practices. Also, based on the survey results, it has made policy recommendations for standardization of bond market infrastructures in ASEAN+3.
【Phase 3 Report】
”Harmonization and Standardization of Bond Market Infrastructures in ASEAN+3”
In Phase 3 report, in order to enhance interoperability of cross-border straight-through-processing (STP) of bond trade and settlement in ASEAN+3, a reference model of delivery-versus-payment (DVP) flow and adoption of international standards including ISO 20022 messages and International Securities Identification Number (ISIN) in the region are proposed, and the current status of adoption is reported. In addition, the report proposes establishment of an institutional framework in each country of ASEAN+3 to support standardization of bond settlement and cash settlement.
Phase 3 report provides a roadmap of harmonizing bond market infrastructures in the region by 2020.
