On August 31, 2016, NTT DATA INSTITUTE OF MANAGEMENT CONSULTING, Inc. (Head Office: Chiyoda-ku, Tokyo, President and CEO: Yasushi Sasaki, hereinafter NTT DATA INSTITUTE OF MANAGEMENT CONSULTING) and NTT DATA Corporation (Head Office: Koto-ku, Tokyo, President and CEO: Toshio Iwamoto, hereinafter NTT DATA) obtained a contract with Japan International Cooperation Agency (hereinafter JICA) Project for Modernization of Vehicle Registration and Inspection System in the Kingdom of Cambodia (hereinafter this Project) for the duration of three years from August 2016, in collaboration with the Japan Automobile Transport Technology Association (hereinafter JATA), INTEM Consulting, Inc. (hereafter INTEM Consulting), and Deloitte Tohmatsu Financial Advisory LLC (hereafter Deloitte Tohmatsu Financial Advisory). In this Project, the experts dispatched from Japan will reinforce the system of car registration and car inspection and provide further support to improve the IT system of the current car registration and car inspection in Cambodia. NTT DATA INSTITUTE OF MANAGEMENT CONSULTING and NTT DATA utilize the accumulated experience of consultation for car registration, car inspection, and export of related IT infrastructure through a survey (*1)commissioned by the Ministry of Economy, Trade and Industry as part of exporting infrastructure suggested by the Japanese government. This Project was made possible through our experiences and performances; therefore, we take this occasion to expand further overseas business from now on.
【Background】
In Cambodia, the number of cars and two-wheeled vehicles has been increasing by 20% a year. However, government and ministerial ordinance for car registration and car inspection, and penal regulations have not been fully established. In addition, the current IT system for car registration and car inspection has not been adequately applied. Improving the vehicle management system is the most urgent issue for the Cambodian government to address the inappropriate vehicle management.
Against this backdrop, the Ministry of Public Works and Transport (hereinafter MPWT) asked JICA to facilitate the administrative reform project of car registration and car inspection, and JICA started this Project.
【Project Summary】
This Project aims to promote the smooth facilitation of car registration and car inspection, which is listed in the National Strategic Development Plan in Cambodia. The planned goals listed are enforcing the car registration system, establishing the car inspection system, improving the IT system for car registration and car inspection, and raising awareness for car inspection and maintenance.
Considering that the Cambodian government will be able to maintain and improve the system according to the situation after the completion of this Project, we focus on conveying the system framework and necessary system processes and making them familiar, not just establishing the reformed framework.
- Reinforcement of the car registration system
We conduct the hearing survey and field research (visiting the relevant local ministries) to understand the current situation of the car registration and examine reform proposals, and then establish the guidelines based on the reform proposals and facilitate the guidelines. - Establishment of the car inspection system
We conduct the hearing survey and field research (visiting car inspection stations etc.) to understand the current situation of the car inspection and then organize and review the requisite inspection items and accreditation criteria for car inspection stations. After reviewing the policies to reinforce the car inspection, we also aim at making the reform proposals for the car inspection system and establishing the guidelines for facilitation. - Improvement of IT system for car registration and car inspection
We conduct the field research on the current IT system and system infrastructure and the hearing survey of their users; then we determine the needs and current problems. Based on the survey results, we propose short-term reform policies and facilitate them, and also propose future reform plans for the car registration and car inspection system. - Campaign to raise awareness for car inspection and maintenance
We run the public relations campaign, engaging in information activities of this Project on websites, display in local exhibitions, and other campaigns to inform the relevant local organizations, car sales dealers, local media, and car drivers.
【Organization】
This Project is facilitated by collaboration with five foundations with extensive experience in consulting services for car registration, car inspection system, development of IT utilization for them, and JICA related issues in Southeast Asia. NTT DATA INSTITUTE OF MANAGEMENT CONSULTING supervises the whole project, while NTT DATA and the other three foundations take charge of the designated areas based on their expertise. 【Future plan】
In emerging countries with high economic growth, the current car registration and car inspection system is expected to be improved immediately according to the increase in the numbers of cars and two-wheeled vehicles. NTT DATA INSTITUTE OF MANAGEMENT CONSULTING and NTT DATA are planning to globally expand the consulting business for the car registration and car inspection system as part of the infrastructure export suggested by the Japanese government, beginning with this Project in Cambodia.
